• Library Capacity Transformation from Resource-based to Service-based Model

    Abstract: [Purpose/significance] The article aims for exploring the transformation of library capability structure and elements brought by the changing of user needs and behaviors in the digital and networked era.[Method/process] By analyzing the changes of library environment and user needs, demonstrates that libraries should implement the transformation from resource-based capability to service-based capability.[Result/conclusion] Libraries need to establish new service capabilities to adapt to the new needs of users, speed up the capabilities transformation from resource-based to service-based ones, and rebuild the new capacity of libraries.

  • Research Review on Disruptive Technology Identification Method

    Abstract: [Purpose/significance] Through literature review on the concept of disruptive technology at home and abroad and existing methods of identifying disruptive technology, this paper analyzes the existing problems and proposes possible research perspectives on future disruptive technology identification.[Method/process] Six identification methods of subversive technology were summarized by means of literature research, and their advantages and disadvantages were analyzed.[Result/conclusion] Disruptive technology identification method also has some disadvantages, such as the characteristics of disruptive technology classification is not clear, lack of quantitative research, the existing recognition methods lack of considering the correlation between technical knowledge, the future research should further strengthen the characteristics of disruptive technology research, and to consider the link between the knowledge characteristics, and strengthen the identification of disruptive technologies from the perspective of numerical breakthroughs in efficacy features and technology convergence. In addition, researchers should dig deeper into finer-grained technical topics.

  • Identification of Key Technologies Based on Literature Knowledge Clustering and Complex Network

    Abstract: [Purpose/significance] This paper try to propose a scientific, effective and reusable method to identify key technologies based on the perspective of intelligence research. It aims to provide information support for nation, regions, enterprises and innovative institutions to discover, deploy and promote the prospective R&D of key technologies.[Method/process] Based on the definition of key technology and its types, this paper used K-means++ algorithm to cluster scientific papers to identify hotspot technologies. Then it used the hotspot technologies as nodes to construct and visualize complex network through secondary clustering and Gephi. Structural holes theory was adopted to analysis the network and attributes of nodes, and thereby selected generic technologies. Link prediction algorithm was used to predict the missing edges in the network according to the structure, and we can identify the potential emerging technologies based on the phenomenon of cross-fusion of hot technologies to promote the formation of innovative technologies.[Result/conclusion] Taking the Intelligent Manufacturing as an example to carry out empirical research on the method, and validated the operability and effectiveness of the method through national authoritative documents and literature research.

  • Measures of Foreign Library Organizations Under COVID-19 and Its Reflections

    Abstract: [Purpose/significance] Public health emergencies have a direct impact on the operation and user demand of libraries. Taking positive and effective measures to cope with the impact will help libraries improve their service capacity and enhance their core competitiveness. Measures of foreign library organizations to COVID-19 can provide reference and thinking for the domestic library organization.[Method/process] By the Internet survey and literature research method, this paper selected 13 library organizations. Then, it carried out content analysis and case study on the COVID-19 statement, notice, announcement published on their website homepage and summarized the main points its overall, provided thinking of dealing with public health emergencies for domestic libraries.[Result/conclusion] The results show that the overall characteristics of the measures in foreign library organizations are to fully reflect humanistic care, ensure the authenticity and reliability of information, guarantee the access to user resources, and seek for excellent practice cases. It is suggested that the domestic library organizations should release the statement timely, strengthen the basic concept of demand, pay attention to the implementation of beyond information literacy education, improve the ability to guarantee network information resources, and enhance the awareness of absorbing excellent practice cases to improve measures.

  • Research on Scientific Research New Media Services of the Special Library in the COVID-19 Epidemic: Taking National Science Library “Sci-Think” as an Example

    Abstract: [Purpose/significance] This paper takes "Sci-Think" as an example to analyze the measures and results of emergency scientific communication services of the special libraries, and provides reference for scientific communication services of professional libraries in emergency situations.[Method/process] To sort out the service contents published by the "Sci-Think" WeChat public account during the epidemic, this paper analyzed users' attention to different types of contents from average daily user growth and reading volume, and put forward the thinking of emergency scientific communication services.[Result/conclusion] During the epidemic, Sci-Think's average daily user growth was obvious, with the highest reading volume of electronic resource protection content, followed by related content of the scientific and technological progress of COVID-19, and the number of popular science broadcasts and information quality education broadcasts exceeded tens of thousands. Under emergencies, special libraries should strengthen the promotion of special services, strengthen the information selection and review mechanism, and the lack of emergency scientific communication work plans in major public incidents also needs attention.

  • Progress on Methods of Emerging Technology Topics Identification

    Abstract: [Purpose/significance] Identification of emerging technology topics not only can contribute to track the development of technologies, but also can capture the future development opportunities and trends of technologies. Reviewing the quantitative methods of emerging technology topics identification and making a comparison of them can provide reference for an improvement of the methods. [Method/process] Firstly, concepts such as "emerging technology" and "emerging technology topics identification" were analyzed; then qualitative and quantitative research methods of emerging technology topics identification at home and abroad were investigated, focusing on bibliometrics and data mining. Quantitative methods were divided into 3 categories:keywords or documents statistical method, citation network clustering and text mining. Similarities, differences and shortcomings of above methods in the extraction of technology topics, construction of emerging technology topic identification indictors, methods verification were analyzed. Improvement methods are provided preliminarily. [Result/conclusion] The three types of methods have their own characteristics, advantages and disadvantages in the three steps of emerging technology topics identification, and there is room for further improvement. In the future, we can explore the use of techniques such as deep learning to identify technology topics accurately, and build a group of more comprehensive and systematic emerging technology topic identification indicators, as well as more rigorous method validation based on machine learning.

  • A Research Entity Recognition Algorithm Based on Dependency Parsing

    Abstract: [Purpose/significance] To explore the recognition and extraction of research entities and their relationships, improve their recognition effect in complex situations such as long sentences, and provide reference for further application. [Method/process] Based on the analysis of dependency syntactic features, a method for recognizing and extracting research entity relations was proposed, which includes:POS tagging of the target text using Standford Tagger tool; based on annotation results, the target text was divided into semantic segments of structure specification around the core predicate and SAO structure; through dependency parsing, we can find out the subject and object related to the core predicate and form a triple of entities, relationships and entities. [Result/conclusion] This method is compared with Ollie and Reverb mainstream algorithm. Experiments show that this method can effectively improve the accuracy of scientific entity recognition.

  • Quantitative Analysis of the Changes of Research Integrity Policy in China

    Abstract: [Purpose/significance] This paper analyses the current situation and changes of the research integrity policy issued by the Chinese central government and the local response, in order to grasp the development trend and stage focus of the policy, provide support for the construction of research integrity, and provide help for the development of research integrity policy in China. [Method/process] This paper collected 108 policies related to research integrity issued by the central government and ministries, and 80 local policies for the implementation of the central policy. By using the policy text computing and policy documents quantitative research method, this paper analyzed and combed the current situation and changes of policy release time, publishing institutions, policy content and policy response, and obtained the time characteristics of policy release. Finally, this paper got the characteristics of the time of policy release, the characteristics of important institutions, the change of content focus and the characteristics of policy response. [Result/conclusion] ①Relevant governance measures of research integrity have been involved earlier. In recent years, China has put forward the need to build an innovative country, so the number of policy papers has increased sharply, the attitude to the governance of research integrity is more resolute, and the measures are more specific. ②The management of scientific research integrity is led by the central government. The Ministry of Education and the Ministry of Science and Technology are the main administrative departments at all stages. Relevant departments have gradually joined in the joint management. At present, a pattern of joint efforts has been formed. ③There are slight differences in the focus, object and method of research integrity governance among different departments, but generally speaking, the trend is to gradually shift from self-restraint, moral education to system construction and moral construction. ④The vast majority of local provinces and municipalities throughout the country have responded positively to the central policy and taken measures to improve scientific research integrity, but there is a relative time lag.

  • Research on Technology Transfer Characteristics Indicator System from the Perspective of Patent Transfer Information

    Abstract: [Purpose/significance] This paper intends to construct a technology transfer characteristics indicator system to provide information supporting for patent technology transfer, help to identify patents with potential application in advance, and promote the transfer of scientific and technological achievements. [Method/process] This paper based on patent transfer behavior which has already happened. First, we defined the transferred and not transferred datasets, and analyzed the differences between two datasets. Then we constructed the technological transfer characteristic indicator system based on the patent documents at 4 perspectives of technology, law, market and subject. Finally, we conducted statistical tests and empirical model tests. [Result/conclusion] The basic characteristic indicators based on the patent documents can predict technology transfer, and the impact degree of each indicator is relatively balanced and there is no dominant indicator. The predictive effect of the indicator system was tested by the SVM model, which showed that it could be applied to national level, organization level and patent level analysis.

  • Research on Libraries' Information Service Practice for National Major Strategy——Taking NSTL National Major Strategic Information Service Platform as an Example

    Abstract: [Purpose/significance] This paper conducts research on the practice of NSTL National Major Strategic Information Service Platform to provide strategy information services.[Method/process] Investigating on information services by domestic libraries for national major strategy, the paper summarized the types, contents, forms, and subjects of strategic information services by Chinese libraries. Then it analyzed the case of NSTL national major strategic information service platform to summarize the service status, characteristics of sub-platforms, sub-modules and extended services.[Result/conclusion] Based on the advantages of NSTL national major strategic information service platform, combined with the current service environment, this paper suggests that the platform can strengthen the service competitiveness by expanding the service scope and scale, enhancing the decision support role of think tank service, and realizing the sustainable development mechanism.

  • The Identification of Patent Layout Situation and Risk Based on Technology-Effect Matrix

    Abstract: [Purpose/significance] Mastering the patent layout situation and judging the current risks are of great significance for strategically carrying out patent layout and avoiding R & D risks, and seizing the competitive advantage of technological innovation and industrial upgrading.[Method/process] Based on ‘technology-effect’ matrix, the comprehensive index expression of the identification of patent layout situation and risk was established. Through comprehensive judgment and multiple case verification, the model of patent layout situation and risk identification model was formed including the identification rule and analysis process. Based on the ‘technology-effect’ matrix, the patent layout situation icon visualization and risk level visualization were combined to directly show the patent layout situation and risk.[Result/conclusion] From the technological meso level, risk judging method of patent layout situation based on ‘technology-effect’ matrix was established, which can clearly detect the patent advantage zone, patent opportunity zone, patent barrier zone and patent blank zone. And the coping strategies were also discussed. The method can be carried out at multiple levels including countries, regions, industries, institutions, project teams, R & D teams, and individuals, which can support the monitoring of patent layout situation and risk throughout the whole technology life cycle.

  • Research on APC Monitoring and Abnormal Warning Model of Global OA Sci-Tech Journals

    Abstract: [Purpose/significance] Grasping the development and abnormal situation of global OA Sci-Tech journals' APC in time is helpful to avoid the loss of domestic research funding, assist decision-making, and provide a reference for China to determine the development path for open access and open science.[Method/process] This paper used the least square method to fit the functional relationship between the APC unit price and influence index of OA journals, and set a 95% confidence interval to identify premium journals and non-premium journals. Based on this principle, a global OA Sci-Tech journals' APC monitoring and anomaly early warning model was established.[Result/conclusion] The model includes automatic acquisition, monitoring analysis, and anomaly early warning modules. Take OA journals data published by an institute of physics in the Chinese Academy of Sciences as an example, it was found that premium journals accounted for 43.5%, and 4.46% of abnormal APCs required early warning. However, 90% of the papers were published in non-premium journals with high cost performance, and non-premium journals were not in the Beall's List, premium journal classification conforms to the inclusion of GoOA and DOAJ,which verified the validity and reliability of the model.

  • A Review of Technology Opportunity Discovery from the Full Perspective of Technology Innovation

    Abstract: [Purpose/significance] Technology opportunity discovery is of great significance to market competition, technology layout, regional innovation and industrial development. Clarifying the research progress in the field of technology opportunity discovery can grasp its development limitations to promote further optimization and healthy development. [Method/process] The research sorted out the relevant progress in the field from the four dimensions of technology innovation foundation, innovation environment, innovation way and innovation type based on the technology innovation full perspective and integrated the elements of technology innovation process. It also summarizes the characteristics of the technology opportunity discovery analysis unit from the perspective of technology innovation elements, and points out the existing problems and development trends of the study. [Result/conclusion] The internal attribute of technology opportunity discovery is the knowledge basis of technology innovation, and the external attribute is the technology innovation environment. Technology rebirth, technology integration, and technology breakthroughs are common ways of technology innovation. technology opportunities include three types of opportunities: emerging technologies, progressive technologies, and subversion technology. In the future, the foundation research of scientific knowledge will be strengthened, and the coordination of various resource factors will be a trend of innovation, and the methods of technology opportunity discovery will be more complex and targeted, and the process of technology opportunity discovery will be more standardized, and the results will be more credible.
